Three Sutton premises licence applications are open for comment, closing between 16 and 29 September. The council's link to the Cheam one does not work. Here it is.
Three premises licence applications in the borough are open for public comment, and the deadlines fall between 16 and 29 September.
One of them is a new restaurant in Cheam asking to serve alcohol until midnight on Fridays and Saturdays. The council’s own page links to the application document, but the link does not work.
All three are listed on Sutton Council’s current licence applications page. The council removes each one as soon as its deadline passes.
The Ceylon Dining, 6 St Dunstans Hill, Cheam
This is a new premises licence application. Comments close on 21 September 2026.
The applicant is Spice Wise Ltd, a private limited company registered on 18 February 2024, whose registered office is the same address (Companies House).
The application asks for alcohol sales for consumption on the premises, and for late night refreshment, at these times:
- Monday to Thursday: 8am to 11pm
- Friday and Saturday: 8am to midnight
- Sunday: 8am to 11pm
The hours the premises would be open to the public are the same. No live music, recorded music, films, plays, dance or indoor sport is applied for.
On the licensing objectives, the form says CCTV will run 24 hours a day with recordings kept for 31 days, that a Challenge 25 policy and a refusals register will operate, and that the premises will carry emergency lighting, fire exit signage, extinguishers, smoke detectors and a security alarm with a panic button connected to the police.
The name is spelled three different ways across the records. The council’s page calls it The Ceylone Dining, the application document is filed as The Ceylone Dinning, and the food register lists The Ceylon Dining (Food Standards Agency). That register shows the premises as awaiting its first hygiene inspection.
The link that does not open
The council’s page turns each premises name into a link to the application PDF. For The Ceylon Dining, the link points to the file’s name rather than to the file. Clicking it goes nowhere.
The document itself is published. It sits at this address on sutton.gov.uk, and it is the 20-page redacted application form and plan dated 25 August 2026.
That matters because you cannot sensibly comment on an application you cannot read. Anyone who tried the council’s link and gave up has 19 days left.
Co-op, 89-93 Banstead Road, Carshalton
This one sounds bigger than it is. It is a full variation application, which is the same form used to extend drinking hours, and comments close on 29 September 2026.
The application itself says what is changing, in one line: “Changes to the store layout only, all conditions and licensing hours remain the same” (variation application).
The applicant is Co-operative Group Food Ltd, the premises licence number is 24/00827/LAPREM, and the store’s rateable value is given as £49,000.

What it means for you
If you live near any of these three, this is the window in which your view counts, and it is short.
- A representation must be in writing, and it must include your full postal address. Email is accepted.
- It has to be about the effect on the four licensing objectives: preventing crime and disorder, public safety, preventing public nuisance, and protecting children from harm.
- The council will pass your representation in full to the applicant. Your name and address go with it.
- Where customers park is expressly not a valid ground, because the council says it is beyond the licence holder’s control.
- If valid representations are received, the application goes to the licensing committee and everyone who commented is invited to the hearing.
